The NSAC has jurisdiction over events in Las Vegas but not in Inglewood, California.
The late turn of events will be a logistical nightmare for so many people, including fans, fighters and media who have already planned their trip to Vegas - and the UFC world was stunned by the insane development.
The VADA testing was a suggestion made the California commission as Jones' previous hearing as a way to further vindicate him from any wrongdoing.
The fight was moved out of Las Vegas because the Nevada State Athletic Commission did not have the proper time to investigate the matter, according to USA Today.

A urine sample on December 9 found an abnormal level of the steroid turinabol, which Jones failed a test for in 2017 after beating Daniel Cormier by knock-out.
"Everybody here and everybody I just mentioned 100 percent believes Jon Jones is innocent".
Jones clapped back at Cormier on Instagram, writing: "I could slap your wife on the a- and you could literally do nothing about it". Yet that fight was changed to a no-contest after Jones tested positive.
The fight was scheduled for T-Mobile Arena in Las Vegas, but has been moved less than a week before fight night to The Forum in Los Angeles, with tickets for the new venue going on sale on Wednesday.
Along with Jones vs. Gustafsson, UFC 232 will also feature Cris Cyborg (20-1) vs. Amanda Nunes (16-4) and Carlos Condit (30-12) vs. Michael Chiesa (14-4). Whatever the case, the bout is widely regarded as one of the best in UFC history.
